Keratoa Kanthoma and Ethnicity

My sister went undiagnosed for several years until an experienced dermatologist told her she had eruptive keratoa kanthoma. By that time, the lesions had infiltrated so deep that after the excision, she needed a skin graft. I looked up her condition and saw on one site that this cancer was almost aways restricted to those of Scottish descent. My sister is a blonde woman with hazel eyes. Could this connection to our ethnicity be true. As far as we know, our family came from Eastern Europe.
